David Wilkins is the Head of Smart City at Westminster City Council. David leads the council’s efforts to improve digital connectivity within the borough, address digital exclusion and the development of the Smart City Operating System. The Smart City Operating System manages the data ecosystem that aggregates, processes and enables data sharing within the council and with partners to improve economic and social value.
